Solicitation boiler-plate language for contracting online training: what should a funder be asking for when hiring a contractor to deliver e-learning?

Updated spreadsheet with trainers, contacted everyone on the list; Brian got < 30% response
Plan is to reach out to people in person to find expertise, strengths, and online training capacity
Emails may be getting blocked by recipients; do we have constant contact or mail chimp to find open rates?
Should we do an RFQ/RFI to build the list of trainers?

Want to call people, rather then using an online poll
RFQ or RFI for trainers from MJOs
Send a second email to the non-responsive people
Take small sample of non-responsive and call them, find out if if they didn't respond by choice or if it was because they didn't receive the email

RTP training was a big lift, can’t do this every time
