A series of discussions between the MJOs and EPA through 2018 resulted in a proposal to organize the JTC into four working groups to focus on the current high priority issues in the Program. The priorities were defined by the MJOs based on discussions with their SLT members, and the MJO perspectives on the state of the Program. A new organizational structure for the JTC and workgroups was proposed as a straw proposal.
