Call Introduction and JTC Leadership Discussion
- MJOs are leading this call as EPA figures out their proper role on the JTC, with help from Mary Ann
- John is the co-lead of the Steering Committee and will temporarily lead this call, but looking for feedback on new ideas, goals, and participation in the JTC
- National Training Strategy is guiding the direction toward a cohesive plan

Review February JTC Call Action Items
- Zac – give Mary Ann access to the LADCO Wiki and she will post project update status reports on the Wiki; status: Mary Ann given a login 2/21
- Rob – schedule a meeting with Mary Ann and Adam to discuss stack test training; status:
- John – talk to Adam about supplemental information he is getting from Rg. 4 on monitoring training; status: Awaiting additional updates on likely intentions of Region 4 to offer Q/A training in the fall of 2019.
- John – talk with Julie and Kristin about APTI 450 and 468 courses and relationship to CEMS courses; status: John and Kristin talked about the hierarchy of major course topic areas and overlaps. John offered a diagram showing a possible layout of course structure.
- MJOs – provide the list of instructors they use to Kara; status: ongoing
- Kara – compile a master list of instructors; status: complete, sent to Training Delivery Work Group 3/28
- MJOs – contact Zac if they want to pilot the draft evaluation form which consolidates evaluation questions for the course, instructor and logistics; status: ongoing
- Mary Ann – schedule a special JTC meeting for the wk of Feb. 18 to discuss the Steering Committee’s draft straw proposal for organizing the JTC; schedule JTC meetings for April 2019 – Feb. 2020 for the second Tuesday of even numbered months at 1 – 2:30 pm ET; status: complete, calls held 2/21, 3/8, 3/22

- Spring meeting just finished, several MJOs represented; Anna Wood mentioned emphasis on training; AAPCA looking to contribute more through the reorganized JTC; behind the scenes work with NACAA on instructors

- End of the month Spring meeting in KC
- Webinar series - Air quality and the power systems, third and final webinar last week, well attended and popular; expect to do more webinar in the future; recorded webinars are on the NACAA website
- JTC WG2 (under previous structure), new curriculum WG update - four calls as WG2 (figure out ways to use NACAA/APCAA relationships to make the course update process more efficient), a lot of help from EPA, compiling inventory of courses; attempting to map the EPA course inventory into the AAPCA/NACAA committee structures to help find volunteers for subject matter experts; began to interface with the new curriculum WG co-lead, Michael Vince, to carry the WG2 effort forward
- Make sure to fold the WG2 effort into the Curriculum WG, don't want to duplicate efforts

- (Kristen) CEMs WG making good progress on course updates; draft workplan is available for call 4/17; need to chart a path forward for testing materials once they are drafted, and how to make updates that are suggested; need a framework for a long-term sustainable plan for use of instructors in the CEMs curriculum
- (John) 1-2 requests for CEMs courses in the SESARM region (FL, TN, & AL), need to figure out how to schedule the pilot/testing, and then make updates based on feedback; need to figure out how to get the materials to the trainers, train the trainer, provide realistic schedule to STLs for final training version; only one instructor (T. Keener) had been teaching CEMs in the past 5 years, although there are other consultants (e.g., All4) who will teach this course - need to get more instructors matched to the course materials, looking for thoughts on how to best synch instructors/materials; (Julie M) AWMA may be another resource for finding prospective trainers; (Jeff G) instructor list is now with Delivery WG, will be updating this list, seeking feedback from JTC on prospective instructors

- (Chris) Discussion on APTI 470, piloted course with MARAMA; need to find a new e-learning format that isn't expensive to develop/maintain as the current 470 course model;
- (John) there is a former MARAMA employee with e-learning expertise, could we reach out to her for guidance/direction on where to look for resources? (Julie) Yes, we can reach out to her, but need to manage expectation; webinars are an easy way to deploy training content, could be an inexpensive approach for e-learning; air quality training material has ~2-3 year shelf life, need to be updated regularly; Action: Zac and Jeff - get contact information for Alice L. on e-learning; (Eric) is Alice's expertise in instructional design or delivery? (Julie) both, her degree is in design, but she develops her materials in both formats, in-class and online; seeking other leads on people with expertise in e-learning; (Lisa B) CARB is happy to share the various tools they use, have a list of options from webinar to storylines, happy to share their different products; need to get this feedback for the Delivery and LMS workgroups
- (Vicki) AERMOD training being reviewed by WG, will get eval forms by 4/30, looking for discussion points to act on from the responses, will summarize and distribute to JTC to figure out how to make edits/changes; want to wrap up this WG by end of May/mid-June
- (Eric) OECA is transition to a new EPA talent management system (TMS) called FedTalent, which is a broader LMS-like system used by HR groups; EPA may be encouraging JTC to use this system moving forward for the replacement to APTI-Learn; (Rob) OECA has an inspector wiki with compliance/enforcement/monitoring course geared towards SLT and EPA inspectors for maintaining certification as inspectors; using Adobe Connect currently, moving to FedTalent as an agency-wide preferred system; the transition has taken work/time, but the new system appears to be efficient for users of the system, the courses and credential records are available for the inspectors and managers; there are several external licenses for FedTalent to give people access to the courses available on the Inspector Wiki; the wiki will redirect people to FedTalent instead of Adobe Connect; (John) can EPA do a demo of FedTalent when it's available; (Michael) is it possible that the course material is adaptable to go onto the new LMS? (Julie) Parallel effort happening in the JTC with exploring a new LMS, would like EPA to provide experiences/lessons learned on their transition to FedTalent; need to find information about FedTalent, what is the licensing, can it be used for APTI-Learn replacement? what are the costs? Upsides/downsides? request EPA to find out if this could be an option for the National Program effort; FedTalent can't be administered from outside of the EPA firewall, but is there a work around? need to explore this option further, bring this to the LMS workgroup
